promoted to vice president

Edward M. D'Alba, PE, president of Urban Engineers, Inc., has announced the promotion of four key employees to vice president. Named were Kenneth S. Cahall; Najib O. Habesch; Mark A. Kinnee, PE; and Matthew C. Marquardt, PE.

Kenneth S. Cahall is director of Urban's Information Technology Department, in charge of all computer operations including computer-aided design and drafting (CADD), general data processing operations, and computer hardware installations. He is responsible for maintaining computer systems for Urban's seven regional offices as well as its numerous field offices throughout the Mid-Atlantic region. A 1986 graduate of West Chester University with a degree in Computer Science, Mr. Cahall joined Urban in 1987.

Najib O. Habesch, who joined Urban in 1997 as manager of the firm's New England regional office, is a 1983 graduate of the University of Maryland with a BS degree in Civil Engineering. His background is in traffic and transportation engineering and the design of complex intelligent transportation systems (ITS). Mr. Habesch was formerly employed as acting manager of the design and planning division of the Transportation Services Bureau of the City of Hartford's Department of Public Works. He is also an adjunct professor at the University of Connecticut in Storrs where he teaches ITS.

Mark A. Kinnee, PE, joined Urban in 1991 after graduating from Villanova University with a BS degree in Civil Engineering. Mr. Kinnee has been responsible for the design and management of a wide range of highway engineering projects during his career with Urban. He is manager of the firm's Wilmington, Delaware office. Mr. Kinnee is a member of the American Society of Highway Engineers and the American Public Works Association. He is a registered professional engineer in Delaware and Pennsylvania.

Matthew C. Marquardt, PE, who joined Urban in 1987, is a 1986 graduate of Villanova University with a BS degree in Civil Engineering. In 1999, he earned his MBA from Widener University. Mr. Marquardt is deputy director of Urban's highway and bridge division and has served as a senior project manager for a variety of highway engineering assignments for such clients as the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, and the New Jersey Turnpike Authority. He is a member of the American Society of Highway Engineers, the Villanova Engineering Alumni Board and a registered professional engineer in Pennsylvania, New Jersey, and Delaware.
