Urban will assess the feasibility and viability of alternatives and prepare preliminary scoping plans, a Project Report, Categorical Exclusion Document (CED), and supporting documents in compliance with applicable NJDOT requirements. In addition, Urban will evaluate and develop the initially preferred alternative, coordinate community involvement, and solicit public support during the preparation of preliminary scoping plans.
