Urban announces promotions

Joseph P. McAtee, PE, executive vice president, has announced the promotions of five key employees. James W. Charles, PE was named director of engineering; Matthew C. Marquardt, PE and Andrew J. Scott, PE were named senior vice presidents; Michael G. Leinheiser, PE and Sandra L. Garz, AICP were named vice presidents.


James W. Charles, PE has been promoted to director of engineering. A senior vice president at Urban, Mr. Charles had been in charge of planning and design services in the firm’s Philadelphia, Pa. office. In his new position, he will oversee engineering practices corporate wide. A registered professional engineer in eight states, Mr. Charles holds a bachelor’s degree in Civil Engineering and a master’s degree in Transportation Engineering from Villanova University. He is past national president of the American Society of Highway Engineers, and a member of the American Society of Civil Engineers and the Institute of Transportation Engineers. Mr. Charles lives in Marlton, New Jersey

Matthew C. Marquardt, PE has been promoted to senior vice president. He had been vice president and deputy director of Urban’s highway and bridge division and previously served as a senior project manager for a variety of highway engineering assignments for such clients as the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission and the City of Philadelphia. As senior vice president, Mr. Marquardt will focus on business management issues and oversee the firm’s highway, bridge, airports, and site development practices. Mr. Marquardt, who joined Urban Engineers, Inc. in 1987, holds a bachelor’s degree in Civil Engineering from Villanova University and an MBA from Widener University. A resident of Bethel Township, Delaware County, Pennsylvania, Mr. Marquardt is a registered professional engineer in Pennsylvania, New Jersey and Delaware. He is a board member of the American Society of Highway Engineers, a member the Villanova Engineering Alumni Board and serves on the Garnett Valley School District Advisory Council.

Andrew J. Scott, PE has been promoted to senior vice president. He had been vice president and director of Urban’s transit engineering practice. Mr. Scott has 29 years of progressive experience as a consulting engineer specializing in the planning, design, and construction of rail, transit and highway projects. As senior vice president, Mr. Scott will focus on business management issues and oversee the firm’s transit, railroad, marine, environmental and planning practices. A registered professional engineer in Pennsylvania, New Jersey and Delaware, Mr. Scott has participated in major transit assignments in Philadelphia, Atlanta, Fort Lauderdale, Los Angeles, Calgary, Edmonton, Tel Aviv, and Kuala Lumpur. He holds a bachelor’s degree in Civil Engineering from the University of Calgary. Mr. Scott is a resident of Rydal, Montgomery County, Pennsylvania and a member of the American Society of Civil Engineers and the American Railway Engineering and Maintenance of Way Association.

Michael G. Leinheiser, PE has been promoted to vice president and practice leader of the highway design section. He had been senior project manager for highway design, where he undertook a wide variety of highway design assignments for the Pennsylvania and Delaware Departments of Transportation as well as the Pennsylvania Turnpike Commission. Mr. Leinheiser, who joined Urban in 1986, holds a bachelor’s degree in civil engineering from Drexel University. He is a registered professional engineer in Pennsylvania, New Jersey, Maryland and Delaware. A resident of Philadelphia, he is a member of the American Society of Highway Engineers and the American Society of Civil Engineers.

Sandra L. Garz, AICP has been promoted to vice president and director of strategic operations. She had been director of facilities business development since her arrival at Urban in November 2002. Previously, Ms. Garz was executive director of the Philadelphia Chapter of the American Institute of Architects. A resident of Philadelphia, Ms. Garz has over 28 years of experience in the private, non-profit and government sectors. She earned a bachelor’s degree in Environmental Design from the State University of New York at Buffalo and master’s degree in City Planning from the University of Pennsylvania. A member of the American Institute of Certified Planners, she is chair of the board of Philadelphia’s Charter High School for Architecture and Design (CHAD), the first charter school of its kind in the United States. Ms. Garz is also on the Board of Directors of Penn Praxis, a non-profit organization operated by the Graduate School of Design at the University of Pennsylvania and the Philadelphia Chapter of PSMA, the Professional Services Management Association.
