Francis P. Kulka joins Urban Engineers, Inc. |

Francis P. Kulka, an airport planner and project manager with more than 30 years experience in the aviation industry, has joined Urban as director of airport planning. Kulka was previously director of airport planning/project manager responsible for planning and environmental services for two different airport consulting firms. He was also involved with project oversight, schedule adherence and business development. During his career, he has been responsible for all aspects of airport master planning and feasibility studies and environmental assessments at airports throughout the Northeast and Mid-Atlantic states.
A graduate of Shippensburg University with a degree in Urban Studies and from the Pennsylvania State University with a master’s degree in Urban and Regional Planning, Kulka has served as manager of airport planning for over 100 projects involving master plans, ALP updates, environmental assessments, Part 150 noise studies, and sound insulation programs at both commercial service and general aviation airports.
