Members of Urban's Construction Management Team Named Associate

Eight members of Urban’s Construction Management Team have been named Associates
of the firm. 

Douglas D. Buchek – Mr. Buchek, who joined Urban in 1987, serves as Vice President and Regional Manager for construction services.  He has more than 22 years of experience in construction inspection and management, claims analysis, and management.  Mr. Buchek has a bachelor’s degree in information systems from Widener University.

Philip O. Cheney, PE – Mr. Cheney, who joined Urban in 1974, is a project manager with over 32 years of experience in design and construction management of roadways, marine facilities, railroads, parks, and airports.  Major projects include Philadelphia Center City Commuter Rail Tunnel, PA Route 309 Expressway, and various runway and aircraft aprons at the Philadelphia International Airport and Baltimore-Washington International Airport.  He is a registered professional engineer in Pennsylvania and New Jersey.  Mr. Cheney is a graduate of Pennsylvania State University with a bachelor’s degree in civil engineering.

James R. Fullerton, PE – Mr. Fullerton, who joined Urban in 1985, is a civil engineer with more than 36 years of experience in the administration and Quality Assurance/Quality Control aspects of numerous projects, including railroads, highways, bridges, airports, plant facilities, and office buildings.  He is a graduate of Syracuse University with a bachelor’s degree in civil engineering.

Kenneth R. Fulmer, PE – Mr. Fulmer, who joined Urban in 1992, is Vice President and deputy director of the New Jersey, Maryland, DC, New York, and Connecticut division of the firm’s construction management group.  He has 18 years of diversified experience in construction management, field inspection, and scheduling.  Mr. Fulmer is a graduate of Drexel University with a master’s degree in engineering management and bachelor’s degrees in civil engineering and architectural engineering.

Burton G. Kohlman – Mr. Kohlman, who joined Urban in 1989, serves as Vice President of Scheduling.  He has over 30 years of experience in critical path method scheduling design, construction management, claims analysis and mitigation, and computer applications.  He is a graduate of Drexel University with a bachelor’s degree in civil engineering.

Gerald C. O’Neill, PE – Mr. O’Neill, who joined Urban in 1989, serves as Vice President of Facilities in the firm’s construction management division.  He has over 20 years of experience in project management, and building and roadway reconstruction.  He is a registered professional engineer in Pennsylvania and New Jersey.  Mr. O’Neill has a bachelor’s degree in civil engineering from Temple University.

David V. Palmer, PE – Mr. Palmer, who joined Urban in 1988, is a project manager with over 22 years of construction management experience.  He has participated in such major assignments as widening of the New Jersey Turnpike, construction of the Vine Street Expressway, Route 202, Route 222, Interchange 13 Improvements at the New Jersey Turnpike, and taxiway improvements at Atlantic City International Airport
Alfred H. Weaver – Mr. Weaver, who joined Urban in 1986, is a Transportation Construction Manager.  He has over 28 years of experience in highway and bridge inspection.  He has participated in construction management and inspection assignments for PENNDOT, the Pennsylvania Turnpike Commission, and the New Jersey Turnpike Authority.  Major projects include SR 222, SR 81, SR 380, I-80, I-81 and I-78.

Six members of Urban’s Design Team have been named Associates of the firm. 

Christopher G. Gubeno, PE – Mr. Gubeno, who joined Urban in 1993, serves as Vice President and deputy practice leader for Urban’s aviation practice.  He has 15 years of experience on aviation design and construction projects for airports ranging in size from general aviation to air carrier airports such as Philadelphia International and Dulles International.  Mr. Gubeno is a registered professional engineer in three states and holds a bachelor’s degree from the University of Pennsylvania in systems science and engineering.

Najib O. Habesch – Mr. Habesch, who joined Urban in 1997, serves as Vice President and Director of Operations at the firm’s New England Regional Office.  He has 24 years of experience in traffic and transportation engineering.  Mr. Habesch is currently serving as president of the Intelligent Transportation Society of America in Connecticut.  He is a graduate of the University of Maryland with a bachelor’s degree in civil engineering.

Michael G. Leinheiser, PE – Mr. Leinheiser, who joined Urban in 1991, serves as Vice President and Chief Highway Engineer.  His experience includes the development of all types of civil design and highway design plans, including horizontal and vertical alignment, traffic control, erosion control, stormwater management, cross sections, pavement marking, drainage and signing.  Mr. Leinheiser is a graduate of Drexel University with a bachelor’s degree in civil engineering.

Jeffrey C. May, PE – Mr. May, who joined Urban in 1997, serves as Vice President, managing the railroad and transit practice areas.  He has more than 38 years of experience in civil engineering, with a specific focus on railroads and transit.  His expertise includes railroad requirements for joint operations with transit, light rail and transit, and commuter rail.  He is a registered professional engineer in 12 states and has earned a master’s degree in business administration from Temple University, a master’s degree in civil engineering from Villanova University, and a bachelor’s degree in civil engineering from University of Pennsylvania.

Ahmad Nadeem, PE – Mr. Nadeem, who joined Urban in 2000, serves as Vice President and manager of Urban’s marine engineering practice. He has 17 years of experience in the management, design, and engineering of marine, bulk material handling, heavy industrial, and building projects. He is a registered professional engineer in Pennsylvania and Louisiana and a graduate of Louisiana State University with masters’ degrees in engineering science and civil engineering. Mr. Nadeem also holds a bachelor’s degree in civil engineering from M.R. Engineering College in India.

Erika L. Rush, AICP – Ms. Rush, who joined Urban in 2000, serves as Vice President and Director of Planning.  She has more than 21 years of public and private sector planning in New York City, New Jersey, Pennsylvania, and Delaware.  Ms. Rush is registered with the American Institute of Certified Planners, and holds a master’s degree in urban planning from Columbia University and a bachelor’s degree in landscape architecture from Michigan State University.
