David J. Sands, PE, was named deputy practice leader for public transit services, Urban announced recently.

Sands, who has served as a senior project manager, will be responsible for day-to-day operations of the transit practice in addition to developing new business opportunities.

Said Andrew J. Scott, PE, senior vice president, “Since joining Urban in 1999, (Sands) played a major role on our (construction management) services to SEPTA for the Frankford Transportation Center. In addition to transit projects, he currently manages engineering task order contracts for the Norfolk Southern Railroad.”

With a master’s and bachelor’s degree in civil engineering from Villanova University, Sands has 32 years of professional experience, including 21 years with Conrail.

He is a registered professional engineer in Pennsylvania, New Jersey, Ohio and Indiana.
